Construction of the action alternatives would consume energy, but the expenditure would last only for the duration of construction. The short- and long-term impacts of energy consumption would be negligible under all alternatives, so this topic was dismissed. Effects of sea level change. Where action alternatives contemplate construction of new buildings, these are located upslope to avoid any potential conflicts with rising sea level.
